Carl David DeMaio (born September 14, 1974) is an American politician living in San Diego, California. A Republican, DeMaio served a period as a member of San Diego City Council, representing District 5 from 2008 to 2012.
DeMaio is a candidate for San Diego Mayor in the 2012 election, but lost to former congressman Bob Filner. He is a candidate for the 52nd congress district in California in the 2014 election, but lost to peter Scott Peters.

Business life and career
DeMaio was born in 1974 in Dubuque, Iowa to a pair of teachers, Carl Joseph DeMaio and Diane M. DeMaio (nÃÆ' Â © e Elgin). His family moved to Orange County, California in the late 1970s. He attended St. Military Academy. Catherine, a Catholic school in Anaheim, up to the eighth grade; in 1989 he was awarded a scholarship to Georgetown Preparatory School in Maryland. Her mother died in 1990; his father was alienated. He graduated from Georgetown Prep in 1993, then attended Georgetown University, where he received a degree in International Politics and Business.
While attending college, DeMaio worked as a political apprentice in Washington, D.C, then worked at the Congressional Institute, serving as Director of Planning Institute. He worked in Washington from 1994 to 1999. After college, he founded The Performance Institute, a nonprofit think tank that provides training for government officials, followed by the American Institute of Strategic Management, which provides financial and management training to the company. He sold the two companies to the Thompson Publishing Group in late 2007.
DeMaio moved to San Diego in 2002. That year he appeared on behalf of the Performance Institute in front of San Diego City Council to reward the city for having the most efficient government in California. He then suspects that this award is based on "fake and misleading" financial data provided to him by the city.
In 2004, the Performance Institute claimed that San Diego's predicted $ 27 million budget deficit was actually closer to $ 80- $ 100 million. DeMaio has advocated for a change in the San Diego budget process.
In April 2015, DeMaio joined KOGO to co-host a mid-day radio show with Bob Sullivan. Sullivan left the program in August 2015 and DeMaio went on as host. He moved into an afternoon slot in November 2015.

Political career
San Diego City Council
DeMaio ran for San Diego City 5 District seat Brian Maienschein in a non-partisan election in 2008. At that time, District 5 included the Rancho Bernardo neighborhood, Carmel Mountain Ranch, Saber Springs, Mira Mesa, Sorrento Mesa, Scripps Ranch and San Pasqual Valley.
He won a seat in June's primary election, defeating his opponent, former Solan Fire Chief George K George, with 66% of the vote. DeMaio was the first gay man to be publicly elected to the board, and the first Italian American elected to power in the city of San Diego since the 1930s.
As a board member, DeMaio is the vice chairman of three committees: the Committee on Natural Resources and Culture, the Budget and Finance Committee, and the Audit Committee.
While members of the City Council, DeMaio released a number of studies and proposals on city employee compensation packages and retirement benefits, arguing that the salaries and benefits of city employees should be reduced to levels consistent with the local labor market. He opposed the proposal to build a new San Diego central library, saying the city could not afford it.
DeMaio also proposed the Sunshine Act, which endorsed the City Council with unanimous support. The Ordinance enacted new disclosure and transparency reforms to the city government.
Balanced Initiative
DeMaio is the lead author of Proposition B June 2012 San Diego, entitled "Amendment to the San Diego City Charter Affecting the Benefits of Retirement," and he led the impulse to place it on the ballot. Proposition B proposes (1) the limitation of compensation used to calculate the employee's pension benefits; (2) eliminating defined benefit pensions for many new city employees, replacing the prescribed contributions (401 (k) -style) plans; (3) require equal contributions from the City and employees; and (4) eliminating the right of employees/retirees to choose to change their benefits. Proposition B is approved by San Diego voters with a margin of 2 to 1 on June 5, 2012.
In 2010, DeMaio supported the addition of a citizen initiative called "Competition and Transparency in City Contracts", which would require cities to seek competitive bids for some services and allow cities to outsource without involving unions. However, the move was rejected by the electoral registrar after a random sample concluded that DeMaio had not yet collected a valid signature. After the ballot was rejected, San Diego CityBeat reported that a committee called "Town Hall Reform with Carl DeMaio" had paid $ 16,000 to Hale Media Inc., a company owned by DeMaio's boyfriend, for signature collection. When CityBeat contacted Johnathan Hale, he said he did not do paid work for the campaign, but just offered and took photos. A campaign spokesman said the money was a replacement to Hale Media for paying the interns who collected signatures.
DeMaio also campaigned against a proposal to increase the city's sales tax by half a billion dollars over five years. He argues otherwise to reduce the budget deficit through spending cuts and pension reforms.
2012 mayoral election
In 2011, DeMaio filed a paper stating his intention to run for Mayor of San Diego in 2012, when mayor Jerry Sanders will retire due to a term limitation.
In June 2011, he officially announced his candidacy. He was backed by the Republic of San Diego County in March 2012. On June 5 he placed first with 31.42% of the vote and advanced to the second round of election against US Representative Bob Filner in November.
The U-T San Diego publishes DeMaio front page support before June 2012 primary. The Voice of San Diego describes endorsements as unprecedented: "Actually, they're not even on the front page - the editorials are wrapped around the page as if they were even more important."
On September 25, 2012, Sanders supports DeMaio to be his successor. At the time of the ratification, 10News and SurveyUSA polls gave Filner a twelve-point advantage over DeMaio.
On Election Day, DeMaio lost to Filner, 52.5% to 47.5%.
2014 congressional elections
On May 30, 2013, DeMaio announced his intention to run for Congress in 2014 against peter Scott Peters. DeMaio is one of three Republican candidates open to Congress in the 2014 election. In February 2014, he became the first congressional candidate to feature his same-sex couples in campaign advertising.
In September 2013, he considered running for Mayor of San Diego in a special election in November 2013, called for the resignation of Filner, but decided to remain in the race for Congress. In June 2014 primary, he came second to Peters with 36% of the vote, ensuring DeMaio venue in the November 2014 general election. Peters received 42% of the vote.
In a poll conducted by SurveyUSA for San Diego Union-Tribune and 10News for 11-15 September 2014, DeMaio and Peters were totally dying with 47% of Polling and DeMaio of 46%. The same poll taken on October 2-6 was again described as a death sentence, with DeMaio showing a 3-point advantage over Peters - in the margin of error. Survey USA polls previously showed Peters lead with one point.
The Republican National Congress Committee appoints DeMaio to "On the Radar" status, which gives candidates "the tools they need to run successful and winning campaigns." The San Diego Union-Tribune authorizes DeMaio. DeMaio received the support of Tom Hom, the first member of the American San Diego City Council, the Howard Jarvis Taxpayers Association, Mexican American Business & Professional Associations, and the National Independent Business Federation. The DeMaio campaign is supported by John Boehner, Mitch McConnell, and Michael Bloomberg. The US Chamber of Commerce refused to support DeMaio.
In October, former director of campaign policy DeMaio campaign, Todd Bosnich, demanded DeMaio with sexual harassment, saying that DeMaio had masturbated in front of him and touched him inappropriately. DeMaio denied the allegations, saying that they were made after Bosnich was stopped for plagiarism and subsequently damaged the campaign's headquarters. A similar allegation was made in August 2013, when former City Council co-fellow and political opponent Ben Hueso claimed he had twice seen DeMaio masturbate in public toilets; DeMaio dismissed the allegations as "ferocious rumors." On October 20, the San Diego County District Attorney refused to file charges against DeMaio or Bosnich. At the same time, it was reported that the FBI was investigating claims by Bosnich, separate from his alleged sexual harassment of DeMaio. In June 2015, Bosnich admitted that he had fabricated a threatening email which he claimed was from DeMaio, and pleaded guilty to an insult to justice.
In early November, another former staff member, Justin Harper (then aged 25 years), accused DeMaio of sexually abusing the bathroom in DeMaio's campaign headquarters. DeMaio denied the allegations, saying that they were governed by his opponent's campaign.
Although DeMaio leads with 751 votes on the eve of the election, some 148,000 temporary votes and ballots remain to be counted. At the end of the week, Peters leads the race with nearly 4,500 votes, with only 10,000 ballots remaining to count. At that time, Associated Press called the race for Peters. The final result is Peters 51.59% and DeMaio 48.41%.
Political position
DeMaio has said that health care reform is needed, but that the Affordable Care Act "as it is written will not work." He has stated that his reform proposal includes allowing individuals to purchase health insurance across borders and putting government exchange under private management.
He has declared his intention to propose a "No Budget, Unpaid" law that will permanently punish the salaries of Congressmen and politically appointed persons in the White House when they fail to pass the budget on time. "
On weapon control, DeMaio has stated that he supports "full enforcement of existing laws as well as more resources to keep weapons away from criminals and those who have mental health disorders."
According to the National Journal , he "has voiced support for gay marriage, abortion rights, and environmental protection."
