Careers

Prior to his time at the House, Foley had worked as director of the Cleveland Renters Organization, as well as court administrators, bailiffs and community organizers.

Ohio House of Representatives

When Dale Miller's Representative was appointed to replace Dan Brady in the Ohio Senate, Foley was one of three who tried to replace him at Ohio House, along with former state representative Erin Sullivan. In the end, House Democratic Caucus chose to leave the chair open until after May's primary. The main election proved very close, and Foley won the election with just ten votes. After compulsory calculation, it was initially decided that he had lost the race with teacher Bill Ritter, but ultimately he was considered winning. Foley went on to win the general election in the fall of 2006. He was reelected easily in 2008 and 2010.

In December 2007 after Steve Driehaus resigned from his position as Assistant Minority Whip, Foley was appointed to a position by Minority Leader Joyce Beatty. For the 128th General Assembly, Speaker of the House, Armond Budish, named Foley Chairman of the Housing and Town Revitalization Committee.

Returning to minorities in the 129th General Assembly, Foley currently serves as a member of the Financial Institution, Housing and Urban Development Committee, Insurance Committee and Insurance Subcommittee on Workers' Compensation, Public Utilities Committee, and Means and Facilities Committee.

Foley won his last term in 2012, beating Richard Cyngier with 68% of the vote. He is limited in 2014.

Initiatives, policies and positions

Foley has attacked Republicans on their initiative to lift land taxes, stating "Without it, local governments will be forced to cut service and further think of raising taxes on their own citizens to cover the shortfall."

As a contributor to Ohio's transportation budget, Foley is critical of an exception that removes taxes on commercial activity for petroleum exchange transactions, stating it is $ 5 million to $ 10 million in annual "giveaway".

Building his opposition to S.B. 5, Foley introduced a law with Bob Hagan that would allow voters to recall governors, office holders in other states, and members of the General Assembly. They claim that this measure was initiated by the low approval ratings of John Kasich and the protests that occurred after S.B. 5.
