Richard Cullen (born March 10, 1948) is a former Virginia Attorney General and a US lawyer for the Eastern District of Virginia. Currently, he is the chairman of McGuireWoods LLP.

As a partner with the company, he has represented high profile clients such as former US Congressman Tom DeLay and Elin Nordegren, ex-wife of professional golfer Tiger Woods.

Early life and education

Born in Brooklyn, New York, Cullen grew up in Staunton, Virginia. He majored in political science and played university football at Furman University in Greenville, South Carolina, earning his Bachelor of Arts degree in 1971. He attended the School of Law at the University of South Carolina in Columbia, South Carolina, from 1971-1972, and later working in Washington, DC for US Representative M. Caldwell Butler. Cullen then returned to Virginia and obtained a law degree in 1977 from the University of Richmond's T.C. Williams School of Law. He served as editor at the head of school law review.

Careers

Cullen has been with McGuireWoods LLP since entering the practice in 1977. He was appointed chairman in December 2006, replacing Robert L. Burrus Jr. As a partner in the company, Cullen focuses on complex commercial litigation; governmental, regulatory and criminal investigations; white-collar defense; and defense of accountants.

Cullen is the sole lawyer for former US Vice-President Tom DeLay, R-Texas, for six years the Justice Department's investigation of alleged links between congressman and former lobbyist Jack Abramoff. No criminal charges have been filed against the former majority leader of the House of Representatives.

Cullen and fellow McGuireWoods partner Dennis I. Belcher represented Elin Nordegren in the August 2010 camp with professional golfer Tiger Woods.

In 2010, it was reported that Cullen was one of the lawyers representing Bank of America in a multi-country investigation into the practice of bank seizure.

Since joining the company, Cullen has taken leave three times for public service duties. In 1987, he served as special adviser to US Senator Paul S. Trible Jr., R-Va., During the Iran-Contra investigation. He was appointed by President George H.W. Bush in 1991 as US Attorney for the Eastern District of Virginia, serving until 1993. In 1997, Virginia Governor George Allen appointed Cullen Attorney General of Virginia to fill Jim Gilmore's unfinished tenure, who resigned for a successful campaign for the governor.

On June 15, 2017, Vice President Mike Pence hired Cullen as his own personal criminal defense lawyer in matters relating to Trump's administrative investigations.

Cullen married Agnes Tullidge and has four adult children, including Thomas T. Cullen, who was appointed United States Attorney for the Western District of Virginia in 2018.
