Carlos "Charlie" Uresti (born September 18, 1963) is an American lawyer and Democrat politician from San Antonio, Texas. From November 2006 until his resignation in June 2018, he served as a member of the Texas State Senate representing the Senate District 19, one of the largest geographical senator districts in the Texas Senate, covering a third of the Texas-Mexico Border. Prior to being elected to the Texas State Senate, he represented 118 districts in the Texas Representative Council from January 1997 to November 2006.
In February 2018, Uresti was found guilty of 11 federal criminal charges related to alleged involvement in the Ponzi scheme that deceived investors from hundreds of thousands of dollars. On June 18, 2018, he announced his resignation from the Senate of the State of Texas, effective June 21, 2018. He will be sentenced on June 26, 2018.

Early life and family
Carlos Uresti was born in San Antonio on September 18, 1963, the youngest of eight children. He grew up in the Southside of San Antonio and attended McCollum High School, where he became part of JROTC. After graduation, Uresti enrolled in the US Marine Corps Reservation at the age of 18 years. In 1985, he earned a bachelor's degree in Political Science from St. University. Mary, and then assigned as Second Lieutenant. Uresti rose to the rank of captain and won a Navy Achievement Medal for four years of active duty as a combat engineer. After his military career, Uresti returned to St. Law School of Law. Mary, from where he graduated in 1992. Since then, he has been in private practice in San Antonio, currently with The Law Firm Uresti.
Uresti married Lleanna Elizondo in 2012. She has two children, Katalina and Sebastian, and she has two sons: Michael, a 2005 graduate of Texas A & M University, and Carlos, Jr., which is the 2011 Texas A & amp; M University- Graduate of San Antonio and Corporal at US Marine Corps Reserves. Uresti is the grandfather to Benjamin, Evan, and Julia. Two brothers were also involved in San Antonio politics: Albert Uresti failed at the US Congress in 2006 and was selected as Bexar County's Tax-Collector in 2012, and Tomas Uresti was elected to the Texas Representative Council in District 118.

Political career
Uresti entered state politics during a 1997 special election for Texas House District 118. During his nine-year career in the House, he headed the Human Services Committee during the 78 Legislative and Government Reform Committee for 79 Legislatures. Uresti was elected to the Senate of the State of Texas in 2006 representing the 19th Senate District, after challenging 13-year-old Frank Madla in debated and sometimes heated main elections. Democratic activists are critical of Senator Madla for being too attached to Republican leadership in the Senate and refusing to use the power of senators to prevent the passage of the Republican Bill. In particular, Uresti examines Madla's role in the 2003 ballot to remove 180,000 children from the Children's Health Insurance Program. Madla controversially called Uresti's allegations a "procedural matter." Finally, Uresti won by 56.5 percent of the vote to Madla 43.5 percent, and Senator Madla resigned effectively May 31, 2006. For his second term, Uresti faced an unexpectedly difficult re-election in 2010, winning by less than 9,000 votes. The senator attributes this to inadequate outreach of voters in rural and suburban areas. In 2012, Uresti won by a much wider 19-point margin.
Federal investigation and prosecution
On February 16, 2017, FBI agents and the IRS stormed the Uresti law firm in connection with an investigation into FourWinds, a fracking business fraudulent. Uresti released a statement soon after stating that he would cooperate fully with the agents during their investigation.
Targeted in the attack were the consulting firm Uresti, Turning Point Strategies; The FBI is investigating "investors or contributors" in the company, which collects Uresti's commission to handle a $ 900,000 ex-client's investment with FourWinds. The client, Denise Cantu (born 1980) from Harlingen, lost a lot of money she earned from a case involving the wrongful death of her two children. Uresti then obtained a $ 25,000 loan from Cantu and borrowed $ 75,000 from three others, including one of his Senate staff members.
Cantu separately filed a civil suit against Uresti, accusing the fraud after he invested in failed FourWinds Logistics. Cantu claims that Uresti "cheats" him with an investment and does not disclose that he received a $ 27,000 commission from FourWinds for successfully requesting his business. Cantu claims that FourWinds split its money among company officers and did not buy the fracking sand as they had promised. Uresti denied wrongdoing and demanded the lawsuit be postponed until after the legislature graced in late May.
On May 16, 2017, Uresti was indicted on two separate charges by a federal grand jury in the United States District Court for the Western District of Texas for conspiracy to commit wire fraud and conspiracy to launder money. The other indictment contains a conspiracy to commit bribery and conspiracy to laundering money. Uersti is alleged to have taken money from Physicians Network Associates (PNA), which has a contract for medical services as the Reeves County Detention Center, whose scheme continues through PNA substitute companies. The claim of indictment acting as Reeves County administrator Judge Jimmy Galindo conspired to approve a medical contract through a county commissioner court in exchange for a bribe and "promise of future payments." PNA employs Uresti, as if it were a "consultant" for "marketing services." The prosecutor claimed that Uresti was actually the middleman to bribe the money devoted to Galindo. The PNA was subsequently absorbed by the Health Care Company in 2010 which later merged with another provider, the Right Maintenance Solution, by 2014. PNA and its successor companies continue to pay Uresti $ 10,000 every month, beginning in September 2006 for the next ten years. Uresti allegedly pocketed about half of the bribe, giving Galindo a balance.
On May 20, 2017, the San Antonio Express-News asked Uresti to resign.
In court filings, federal prosecutors stated that due to the tremendous financial woes, Uresti did a "Ponzi scheme" that deceived Cantu (cited as Victim 1).
US Judge Henry Joseph Bemporad decided on June 30 that Uresti's lawyer, Mikal Watts, had a conflict of interest in the case but did not immediately remove Watt from representing Uresti. Bemporad said that the case against Uresti was related to the wrong death case by the Watts law firm on behalf of Denise Cantu.
The case is scheduled to be tried on January 4, 2018.
Sexual harassment harassment
In December 2017, The Daily Beast published an article containing allegations of sexual abuse of Uresti. After the publication of the article, Democratic State Sen. Sylvia Garcia called for an investigation into the allegations. Reports are mostly associated with anonymous sources. Annie's list, an organization advocating the selection of Democratic women in Texas, has urged Uresti to resign following reports of sexual offenses. The Daily Beast claims that an unidentified female staffer reportedly sat on Uresti's lap on the first day of 2013, but Uresti claimed it was his wife and produced a photo of the couple sitting together at the event.

Transportation
Uresti has advocated increased state investment in transport infrastructure. He is a vocal critic of TxDOT's plan to replace highly trafficked county streets with gravel.
Child abuse and negligence
Uresti has been a supporter of reforms in the Child Protection Service, saying CPS should be better funded and requires reformed management practices, lower caseload per worker, and higher salaries. He has encouraged more resources to be placed on the prevention of abuse.
During the 84th Legislative Assembly, Uresti encouraged increased funding for CPS to hire more social workers in order to reduce workload. In a temporary hearing in 2016, Senator Uresti advocated for better payments for social workers CPS, to reduce turnover and training costs.
Water
Uresti is a proponent of Proposition 6, which provides $ 2 billion from the Rainy Day Fund to the State Water Plan, enabling low-interest loans for more than 560 water supply projects, saying that Texas is required to "take a forward and forward approach to our long-term water needs. "
