Sylvester "Sly" James, Jr. (born December 9, 1951), was an American politician serving as mayor of Kansas City, Missouri. James lives in the Union Hill neighborhood of Kansas City. He was inaugurated as mayor on May 2, 2011. He is known for wearing a bow tie.

James grew up on the Eastern side of Kansas City, on 44th Street and Montgall Avenue. He graduated from Bishop Hogan High School in 1969. There, he was vocalist of Amelia Earhart Memorial Flying Band (later renamed Manchester Trafficway) from 1965 to 1970. The band was the opening act for Jefferson Airplane when performing in Kansas City.
In 1971, James joined the Marines and served as a military police in California, Japan, and the Philippines; he was dismissed with respect in 1975.
He received a Bachelor of Arts degree in English from Rockhurst College in 1980, graduated cum laude. In college, he joined the Tau Kappa Epsilon fraternity. After that, he studied at law school at Syracuse University College of Law from 1980 to 1981, but later transferred to the University of Minnesota Law School, where he received a juris doctor degree in 1983, re-graduated cum laude .
After law school, James returned to Kansas City and joined the law firm Blackwell Sanders Matheny Weary & Lombardi as a partner; in 1990, he became the first African-American partner of the company. In 1993, he and Nancy Kenner went to form their own firm, Kenner & amp; James, P.C., specializing in personal injury, medical malpractice, and neglect of the nursing home. In 2002 he went on to start the James Sly Office, where he continued to specialize in personal injuries and other civil litigation, as well as mediation. Between 1992 and 2002, he served as a member, secretary, and then president of the Missouri Lawyers' Counsel. In 2003 he served as president of the Kansas City Metropolitan Bar Association.
In 2012 Newsweek/The Daily Beast included James in the most innovative mayor list for his work in turning Kansas City into "Silicon Prairie," spurring his entrepreneurial development and partnering with Google to bring a very high-speed broadband network to the city.

Mayoral 2011 election
In 2010, despite having no previous election office, James announced his candidacy as Kansas City mayor in a non-partisan election in 2011. In February 2011, he finished first with 27 percent of the vote; Kansas City lawyers and Platte County resident Mike Burke came second with 26 percent, and mayor Mark Funkhouser finished third, with 21 percent.
The race for the general runoff election on March 22, 2011, between James and Burke is described as low-key and friendly. While James has been supported by Kansas City Star, Burke has been supported by former mayor Charlie Wheeler, Richard L. Berkley, and Kay Barnes. In the end, with only 21 percent of registered voter voters City, James defeated Burke by 54 percent to 46 percent. James celebrated his victory at the American Jazz Museum in Kansas City's 18th and Vine District.
James is the second African-American mayor in Kansas City history after Emanuel Cleaver.
Plaza 2011 shooting incident
On August 13, 2011, James and his entourage toured the Country Club Plaza to investigate requests from Highwoods Properties (which manages the buildings in the Plaza) about the 9 pm clock. curfew at the Plaza because the naughty teenagers gather there at night. Mayoral Elections 2015
James ran for re-election in the 2015 city mayor election. He won with 87.3% of the vote.
White House Visit 2016
On January 21, 2016, James appeared during the White House daily briefing. Josh Earnest, White House Press Secretary, is a native of Kansas City. Although he was a non-partisan mayor, during his talk time, James said that "Kansas City has done pretty well under this government". James also praised Barack Obama's role in maintaining race relations in Kansas City. The role of Kansas City in startup, like Google Fiber, is proud of, along with the 2015 World Series victory of the Kansas City Royals.
