Stephen received his undergraduate education at San Diego State University in 1989 with a Bachelor of Science in Criminal Justice. He received Juris Doctor 3 years later in 1992 at the California Western School of Law and was admitted to the California State Bar in the same year.
In 1994 he founded San Diego's personal injury law firm, Estey & amp; Bomberger, LLP. with old friend and classmate Mike Bomberger. The company specializes in representing plaintiff's case involving product responsibility, wrongful death, car accident, on-site responsibilities, and other serious injuries. Estey's practice has seen him prosecute large corporations and civilian districts including Corona-Norco Integrated School District, Los Angeles County, Orange County, Kaiser Permanente, UPS, Medtronic, San Diego City, State of California, University of California Regent , Ford Motor Company and McDonald's. He was most prominent for his verdict in 2010 where he got a $ 30 million verdict in the case of John Doe v. Giarretto, the largest sexual assault ruling ever given in California to a single recipient.

John Doe v. Giaretto
On August 10, 2010, the jury of Santa Clara gave $ 30,000,000 to a 25-year-old victim of sexual violence at John Doe v. Giaretto. The jury ruled the verdict within a day after the two-and-a-half-week trial. This case is one of the largest sexual harassment decisions in the United States and the largest ever awarded for sexual harassment to a recipient in California.
The victim, referred to as John Doe for privacy, was 11 when he suffered sexual abuse more than 600 times between December 1995 and March 1999 at the home of Valley Valley's adoptive father John Hardy Jackson. Estey sued the San Jose corporation, Giarerretto Institute for failing to conduct an initial background check on Jackson and ignoring allegations of sexual harassment. Children were forced to engage in sexual acts amongst each other while Jackson was filmed and watched, forced to have sexual relations with Jackson and forced to make cocktails and sometimes beaten, according to the children. Initial examination of Mountain View residents revealed a problematic history of sexual acts with minors, drug and alcohol abuse, physical abuse of pregnant wife and a history of mental illness. Jackson was divorced by his first wife when he found him caressing their 1-year-old son. The jury found Giarerretto Institute 75% responsible for damages for failing to monitor Mountain View's home safety. Jackson was found guilty and charged with a 220-year jail sentence. EMQ Children & amp; The Family Services acquired Giarretto in March 1999 and released a public statement announcing that they were "unaware of any claims against Giarretto at the time of the acquisition".
After the lawsuit, Santa Clara County took control of the foster care system and was no longer raising foster children to private companies. "This case is not just about Mr. Doe but about the safety of all children in the foster care system in Santa Clara", Estey explained.
