Biography

Stockman earned his bachelor's degree from the College of the Holy Cross in 1956 and received a law degree from the Faculty of Law of the Villanova University in 1959. He was a legal officer for US federal judge Thomas James Clary in Pennsylvania and Judge Thomas M. Madden in New Jersey.

Stockman was elected to the New Jersey Senate in 1981 for a two-year term, replacing Wayne Bryant, who had been transferred from the 15th district in redistricting after the US Census in 1980. He was re-elected for a four-year term in both 1983 and 1987. Stockman lost 1991 a re-election bid for LaRossa's Republic of Dick by 50.9% -49.1% margin. Democrats have the goal of regaining some of the missing seats in the 1991 landslide of Republic 1991 and Stockman challenged LaRossa for the second time in 1993, receiving support from AFL-CIO, locals from the American Communications Workers and the State of New Jersey Patrol Virtue Association. Stockman lost to LaRossa again in 1993, this time with a 52.3% margin to 47.7%.

Stockman supports a law that allows a fair housing in New Jersey under Mount Laurel's doctrine, declaring in 1984 that there are "two unequal societies in the country - urban and suburban", earning recognition by The New York Times as "one of the strongest open housing supporters of the Legislature". A bill proposed by Stockman in 1988 would reduce the impact of revaluation on local homeowners on their property taxes gradually in an increase in tax burden over a three-year period, with the State of New Jersey covering any shortcomings to the municipality.

After his departure from the selected office, Stockman was a lawyer in private practice for many years at Hamilton Township and Lawrence Township, Mercer County, New Jersey.

In June 2014 he was with law firm Hartsough, Kenny, Chase, and Sullivan whose areas of practice included personal injury, product liability, and medical malpractice.
