Gregory Vernon Ottensmeyer, Sr. (born October 15, 1952, in Baltimore, Maryland) is an American businessman and entrepreneur. Ottensmeyer's pioneering efforts in the 1970s helped to incite competition in the US telecommunications industry. His actions along with MCI and others [1] contributed to the US Department of Justice mandating the breakup of AT & amp; T, (Bell System monopoly) in 1984, with the decision of Harold H. Greene, fostered a climate that would encourage the rapid development of telephone competition and technological innovation that led to the creation of the public Internet.

Early Business History

In 1976, Ottensmeyer established an innovative long-distance call service, contested by AT & T, Bell System Telephone Company monopoly. The Bell system is taking steps to break AT & amp; Ottensmeyer's lawyer accused of violating the Antitrust Sherman Act and demanding his rights and others, to compete with the old monopoly of the century.

In 1984, Ottensmeyer and Marvin A. Jolson, PhD formed Shortline Systems, Inc., which was allowed to run its business unaffected until it was sold in 2003 to Datanet AS.

Historical Background

In 1976, while operating the AA Telephone Answering Service at Bel Air, MD, Ottensmeyer began patching local phone calls together on a 557B switched switchboard to make flat-rate flat calls that it resold for 25Ã, Â ¢ per-call, much lower from 28 Â ¢ up to 43 Â ¢ per minute was charged at that time by a local telephone company, Telephone Company C & P division AT & T - regulated phone monopoly. Ottensmeyer and Beryl B. Franklin co-founded the Mercury Metro Service which is believed to be the first application of a flat rate flat service in the US. Lawyer Ma Bell considers the activity illegal and violates the tariff. Bell obtained a warrant from the Maryland authorities to locate the Answering Service and confiscated the telephone equipment used by Ottensmeyer to provide non-toll call services.

The Raid

On March 26, 1979, MD State forces along with AT & amp; T raids A. A. Phone Answering Service Place, which is duplicated as Ottensmeyer home. The police confiscated the electronic device used by Ottensmeyer to provide the service. Immediately after the raid, and without burdening Ottensmeyer of any crime, Company Phone C & amp; P (AT & T) sends a notice to each of the Ottensmeyer Answering Service clients who advise them that they will disconnect the service bureau answer their phone within 30-days. Antitrust Jas

Mercedes Samborsky, Esq, who is an answering service customer and Brian Nash, Esq, represents the interests of the Answering Phone Service. Lawyer Ottensmeyer filed a lawsuit in the District Court of the MD and petitioned the MD Public Service Commission to keep the Bell's threat to put the rising competitor out of business. Against Legio AT & amp; T, the Ottensmeyer consultant assured the court that AT & amp; T should not be held responsible for answering service clients because Ottensmeyer does not violate the law by trying to compete with AT & amp; T. Bell's lawyers were forced to reverse their position and finally agreed to let the answering agency continue, without long distance service, provided that Ottensmeyer promised not to enter the business. Ottensmeyer is recommended to approve AT & amp; T, even though it resulted in him being evicted from his home.

In 1980, lawyers for Ottensmeyer took equipment seized 1 year earlier by MD State Police and AT & T Security personnel and filed Anti-trust charges against AT & amp; T, et al., Declares that the Bell System's actions constitute> Restricted trade in violation of the Sherman Act. After years of litigation, the court ruled against Ottensmeyer confirming phone company claims that the use of his Bell line was a tariff violation sufficient to justify strong AT-T tactics in 1979.

Ottensmeyer filed an appeal before the United States Court of Appeal, the Fourth Circuit. [1] and [2] Case No. 84-1068 was put forward on 6 December 1984 which resulted in the affirmation of lower court rulings.

Leo George, Esq., A renowned communication lawyer, who provided initial legal counsel for MCI and its founder Goeken & amp; McGowan, representing the Ottensmeyer case before Judge Greene in the Bell monopoly. Divestment of hearings in 1983, where it was ruled in the DOJ's Modified Final Judgment (MFJ) that the sale of telephone services would be permitted. The powerful Judge Greene mandated AT & T's divestment and broke the Bell System's monopoly by creating seven autonomous Baby Bell companies. Judge Greene's decision was credited with opening up the US telecommunications industry to a competitive market power. As a result, countries around the world are opening up their telecom market for free market competition.

This decision {13 F.C.C.2d 420} resulted in a 1968 decision to allow foreign equipment connections to Bell's telephone network.

United States of America, 238 F.2d 266 (DC Cir. 1956), although the FCC sided with AT & amp; T to ban Hush-a-phone (small, device like a cup mounted on the party's talking phone) the decision confirms the principle that the attachment does not cause damage to Bell's telephone network should be allowed, thus opening the door to future competition.
