Mark Shurtleff (born August 9, 1957) is an American lawyer and founder of Shurtleff Law Firm and Shurtleff Group. He is a partner in Washington office, D.C. law firm Troutman Sanders and serving as the Commissioner of Salt Lake County and the Utah State Attorney General.

Shurtleff attended Brighton High School (Cottonwood Heights, Utah), Brigham Young University, Utah University of Law of Law, and University of San Diego School of Law. Shurtleff serves as a missionary to The Church of Jesus Christ of Latter-day Saints in Peru. He served four years in the United States Navy as an Advocate General Corps (JAG) Judge.

Careers
Shurtleff was Deputy DA and a Commissioner in Salt Lake County and later became Assistant Attorney General for the state of Utah. Shurtleff was elected Attorney General in November 2000, and re-elected in 2004 and 2008. He was the first Attorney General in Utah to win re-election for a third term.
As Attorney General, Shurtleff issued an official legal opinion stating that under the second law (HB174), private school vouchers will remain funded even if voters reject major voucher bills (HB 148) in a November referendum. In May 2007, Shurtleff testified before the United States Senate Honorary Committee as a Republican to support the Constitutionality of full representation in Congress for Washington DC residents. That year Shurtleff co-founded the Meth Utah Police Project and raised money to provide detoxification to police officers.
On May 12, 2009, Shurtleff revealed, via Twitter messages, that he planned to enter the primary Republican 2010. On November 4, 2009, Shurtleff ended his campaign for the US Senate to spend more time with his daughter, who is experiencing health problems. That year, he co-founded the Utah Drug Drug Crime Project, an unprecedented multi-disciplinary multi-disciplinary taskforce to combat the serious problems of prescription drug abuse. Partners include the Department of Public Security and Community Services DEA, FBI, Utah, and the Salt Lake City Municipal Police Department.
In September 2010, Shurtleff testified before the Justice Board of Representatives to support the Comprehensive Alcohol Comprehensive Effectiveness Act, an act that seeks to reverse the effects of Granholm v. Heald, a 2005 US Supreme Court case that ruled unconstitutional state law allowing state wine refineries to deliver wine directly to consumers, but banned state wineries did the same. Shurtleff's remarks were composed by the general counsel of the National Wholesale Traders Association.
In April 2013, Shurtleff testified before the United States Senate Honorary Committee to support comprehensive immigration reforms during the Hearing on Border Security, Economic Opportunities and Modernization of the Immigration Act, S.744
In February 2013, Shurtleff spoke at Capitol Hill in Washington DC on "The Role of the State Attorney General in Enforcement of Federal Law" to Congress staff at the Civil Justice Academy run by the George Mason University School of Law
In July 2015, Mark Shurtleff, with his brother Kevin Shurtleff, started a business called MicromistNOW. The company's first product is QuickNic Nicotine Inhaler. While attorney general Shurtleff made some public statements critical of the tobacco industry.
Allegations of criminal misconduct
In 2008 several articles from local news sources accused Shurtleff of corruption and bribery related to his prosecution decision. This allegation was investigated by the FBI but the US Department of Justice took no action. In 2014, Salt Lake County District Attorney Sim Gill filed 10 criminal charges against Shurtleff. Davis County District Attorney Troy Rawlings took over Shurtleff's prosecution when Shurtleff's criminal case was severed from former Attorney General John Swallow. In July 2016 the state criminal charges against Shurtleff were dismissed without prejudice.

Personal life
Shurtleff is married to five children and seven grandchildren. He is an Eagle Scout and speaks fluent Spanish. Shurtleff is honored by Boys and Girls Clubs with their 2011 Living Legacy Award.
